The UK’s new Online Safety Act introduces the most comprehensive digital safety framework we’ve seen so far and it’s no longer theoretical. Enforcement is already underway, and platforms need to understand what’s expected of them.
At its core, the law focuses on protecting users, especially children and vulnerable groups, from harmful content. But it goes beyond content moderation.
Age Verification for Harmful Content
If your site hosts or links to content considered harmful to minors, like pornography, self-harm material, or certain violent content, you'll be responsible for ensuring underage users can’t access it. Simple “Are you over 18?” checkboxes won’t cut it anymore. Regulators are looking for meaningful, tech-based age checks.
Responsibility for User-Generated Content
Running a platform that lets users post comments, upload media, or engage in discussions? You'll be accountable for how that content is monitored. Social networks, forums, and even comment sections on smaller sites fall under this rule. Platforms must take “proportionate” steps to reduce risk and respond quickly to harmful posts.
ID Verification in Higher-Risk Cases
In situations where content can't be safely age-restricted using typical methods (like AI or filters), sites may need to verify users’ identities. This goes beyond just knowing someone’s age, it means being able to confirm they are who they say they are. That’s a big shift for most websites and apps.
This isn’t one-size-fits-all. Ofcom, the UK’s regulator, is taking a tiered approach based on the type of platform, its audience, and its level of risk. That said, platforms could face audits, fines, or even criminal charges if they’re found to be non-compliant. It’s no longer safe to assume small or mid-sized sites will fly under the radar.
Why This Matters (Even If You're Not in the UK)
Even if your business isn’t based in the UK, these rules could still apply to you and ignoring them could come with real consequences.
Most digital platforms today have users from around the world, including the UK. If your site or app is accessible there, regulators may expect you to follow the same safety rules as domestic platforms. That includes age checks, content moderation, and if needed, ID verification.
And it’s not just the UK. Other countries are watching closely. The EU has already rolled out the Digital Services Act with overlapping goals. Australia is pushing for stricter online harm laws, and Canada has been working on its own version of online safety legislation. These are global trends, not isolated moves.
