Support for stricter limits is clearly growing in Canada. Angus Reid reported at the end of March that 75% of Canadians support a full ban on social media use for anyone under 16. Australia has already moved past debate and into enforcement, with age restricted platforms required to take reasonable steps to prevent under-16 users from creating or keeping accounts.
That combination changes the way this topic lands with product teams. Once rules start moving from headlines into platform obligations, the question stops being whether a company agrees with the policy direction and becomes much more practical - what has to change inside the product, what has to change in account logic, and what has to change in the way user data is handled.
A simple birth date field on a signup form will not carry a rule like this. It may look like a control, but it doesn't do much on its own. If youth access rules tighten, platforms will need a working system behind the form - one that can apply account restrictions consistently, handle exceptions, and avoid collecting more sensitive data than necessary.
Start With Age Assurance, but Don't Stop There
A platform still needs a way to tell whether someone is old enough to use the service or a specific feature. That part does not go away.
The more useful question is what happens after that first check. If a system can identify that a user falls into a restricted age band, the platform then has to decide what changes - account creation, messaging, recommendations, live features, direct messages, content uploads, chatbot access, parental workflows, or all of the above.

This article is a different question: what the rest of the product has to do once age related rules are in play.
Public Pressure Points to More Than a Ban
One useful detail from the Angus Reid data is that support is not limited to one blunt policy idea. In the same reporting, 87% of Canadians supported banning certain apps for under-16s, 86% supported requiring parental consent for younger users, 84% supported reports on social media use being available in app, and 79% supported mandatory time limits. That tells you something important about where product requirements can go next. That the pressure can also reach parental controls, reporting, time based limits, and feature level restrictions.
That is why platform teams should be careful not to frame this as a single access problem. In practice, the likely build surface is wider:
- Age assurance at entry
- account state changes for restricted users
- parent or guardian workflows
- usage reporting
- feature controls
- time or session limits where required
- review and appeal paths when mistakes happen
That is a broader product job than just “add age verification”.
The Rule Has to Apply Across the Product
This is where a lot of implementations tend to look stronger than they really are.
A platform can add a gate to signup and still leave obvious gaps elsewhere - account recovery, old mobile app versions, browser-only paths, direct links into restricted areas, linked services, invite flows, or support-driven reactivation. If the rule only exists in one screen, users will eventually find the edges of it.
A more durable approach is to treat youth access as an account state instead of as a 1-time form result. Once the platform knows a user falls into a restricted category, that state should follow the account through the product and drive what happens next. That may sound like a small design choice, but it changes the implementation from a cosmetic frontend check into something the platform can actually enforce.
For app-based products, this is already starting to show up lower in the stack. Apple’s age assurance framework can return age bands or categories, indicate whether parental controls are enabled, and expose whether a person is eligible for age gated features. It also gives developers a way to handle parent approval and consent revocation for significant app changes. That does not remove responsibility from the app developer, but it does show where this is heading.
AI Chatbots Need Their Own Rules
Social media and AI chatbots may be grouped together in public debate, but they create different product risks. A social platform usually raises access and exposure questions. A chatbot can also create conversational risks. Users disclose personal information in free-form text. A system can respond in a way that feels persuasive, emotionally loaded, or inappropriate for the age of the user. Conversations can be stored, reviewed, summarized, or used in downstream workflows. If younger users are involved, each of those choices carries more weight.
That is why this part of the discussion cannot stop at age assurance. A chatbot product may need:
- stricter limits on what can be asked or answered
- controls around what gets stored
- retention rules for youth-related conversations
- escalation rules for sensitive disclosures
- review paths for harmful or borderline outputs
- different product behavior for younger users
The Office of the Privacy Commissioner of Canada has already warned about this. In its statement on AI and children, the OPC calls for age-appropriate measures, mitigation of risks such as manipulation and discrimination, protection against harmful commercial exploitation and profiling, documented limits around children’s data in training and use, and privacy impact assessments for child-related AI risks.
If a platform offers both social features and chatbot features, it may need two layers of control. The first is who gets access. The second is how the system behaves once access has been granted.

Australia Offers Two Practical Lessons
Australia’s rollout is useful because it adds detail that often gets lost in broader arguments.
The first lesson is that the obligation is framed around outcomes and reasonable steps. As of December 10, 2025, age restricted social media platforms in Australia need to take reasonable steps to prevent under-16 users from creating or keeping accounts. That leaves room for implementation choices, but it also leaves little room for doing nothing.
The second lesson is that tighter rules do not automatically justify collecting more identity data from everyone. Australia’s official fact sheet says no Australian will be compelled to use government identification, including Digital ID, to prove age online, that platforms must offer reasonable alternatives, and that there are privacy protections limiting the use of information collected for the minimum age obligation, including destruction of that information after use. That is a useful reminder for teams tempted to jump straight to “scan an ID for every user”.
There is a second nuance here as well. Ahead of enforcement, Australian officials warned against broad age verification for all users, calling that unreasonable and unnecessarily invasive. That is another sign that platforms should avoid treating universal identity checks as the default answer.
The Awkward Cases Belong in the Plan
Rules like this usually look cleanest before real users get involved.
Some users will be flagged incorrectly. Some will share devices. Some accounts will be created before new controls are rolled out. Some users will turn 16 while an account is restricted. Some products will need parent or guardian approval in one region but not another. Some support teams will be asked to restore access manually.
Those are not edge cases in the casual sense. They are operating conditions. If a platform does not plan for them, the enforcement logic ends up being handled by support tickets and inconsistent workarounds.
That is where otherwise reasonable policy ideas start to break down in production. People near the boundary of the rule need a clear path, and many systems do not provide one.

If a platform is trying to prepare for this direction of travel, these are the areas worth reviewing now:

- support-side overrides
- state changes when a user ages into eligibility
Data Handling
- what age related data is stored
- how long it is retained
- if raw identity data is entering the main application at all
- if youth-related chatbot conversations are treated differently from general traffic
That list is where the work usually shows up.
What Platforms Would Have to Build
If Canada tightens youth access rules, platforms will need some work.
In practical terms, that means age assurance flows, account states that follow the user through the product, platform-wide access controls, feature level restrictions, parent or guardian workflows where needed, review and appeal paths, and retention rules that reflect the sensitivity of youth related data. Products with chatbot features will also need conversation safeguards, storage limits, and clear rules for how those systems handle sensitive disclosures from younger users.
Putting that into practice will take more than a single control at entry. It will require a connected set of rules and workflows that carry through the product, from account access to feature restrictions to support and data handling.
